Lots of vendors are doing it. They use maintenance
subscriptions to pay for the development of the cloud solution. Meanwhile the poor old on-premises customer
sits back and hopes that something trickles down from the cloud that is useful.
It’s like putting gas in someone else’s car. A free ride while ever you can get away with
it. Time to ask for a discount.
Cloud first is fine, just make sure cloud subscriptions pay for it.

Yes, I agree. It's a shame.
This is one reason why people look at pure open source solutions these days - even when they loose some features.
What else could a vendor do if it wants to get rid of its on-premises customers?
